IFRA-IOFI Labelling Manual 2025 published

IFRA and IOFI have published the 2025 edition of the IFRA-IOFI Labelling Manual, prepared by the joint GHS Task Force. The Manual was released on 15 January.

The Labelling Manual compiles all hazard classifications ratified by the GHS Task Force since its creation in 2008. Classifications are assigned in line with the UN Globally Harmonized System of Classification and Labelling of Chemicals (GHS), also known as the Purple Book. The document focuses on fragrance and flavouring ingredients used by the industry.

During preparation of the 2025 edition, system bugs were identified affecting Attachments II and III relating to Natural Complex Substances. To avoid inconsistencies, these attachments have been maintained unchanged from the 2024 edition. As a result, some discrepancies may appear between updated classifications in Attachment I and those in Attachment III. The Task Force considers this a pragmatic interim solution while technical issues are addressed.

As in previous years, members are encouraged to implement new or revised classifications within six months of publication although the Labelling Manual is not a legal document and is not mandatory for IFRA members.
