Final Council negotiations on the Omnibus VI on Chemicals

Following the release of the European Commission’s proposal on the Omnibus VI on chemicals on 8 July 2025, the Council negotiations are nearing their conclusion. A COREPER meeting in early November is expected to seal the Council’s “General Approach.”

Throughout the process, IFRA – together with Cosmetics Europe and wider industry partners – has advocated for an ambitious and balanced text aligned with the Commission proposal. The aim is to achieve regulatory simplification and avoid the quasi-automatic ban of classified ingredients when safe use can be demonstrated.

IFRA has continued to comment on successive compromise texts to highlight concerns regarding both the CLP Regulation and Article 15 of the Cosmetic Products Regulation. IFRA notably calls for workable labelling provisions under CLP and, for cosmetics, a risk-based approach, clear approach for natural ingredients, practicable derogation criteria, particularly concerning the assessment of alternatives, and proportionate timelines and transition periods.

Further information will follow once the Council position is adopted. The European Parliament’s negotiation teams are being appointed, with discussions expected to start in November.
