European Commission Roadmap towards phasing out animal testing in chemical safety assessment

Activities by the European Commission to develop the Roadmap towards phasing out animal testing in chemical safety assessment are intensifying, as the publication is planned for early 2026. IFRA continues to actively engage in relevant stakeholder events to contribute to this evolving discussion.

The Animal-Free Chemical Safety Assessment Conference took place in Brussels on 4–6 March 2025; a flash report is available here. On 16–17 June 2025, the European Commission, in collaboration with ECHA, will host a third workshop to present and consult on draft recommendations and milestones of the Roadmap: link.

Recommendations from the June 2024 multi-stakeholder roundtable, which included IFRA’s participation, have been published in ALTEX: link.

A robust and comprehensive Roadmap is critical to maintaining fragrance innovation in the medium to long term, avoiding unnecessarily conservative safety assessments, and ensuring the continued defence of fragrance ingredients.
