Rather than reopening the legislative text, the Commission will pursue targeted modernization through comitology, along with stronger enforcement against non-compliant imports and online sales. IFRA supports this approach and is pushing for: case-specific, science-based assessment instead of a blanket Mixture Assessment Factor; an exposure-based prioritization roadmap before regulatory action; stronger dialogue with the European Chemicals Agency (ECHA) and Member States; and proportionate rules for low-tonnage substances, key for our sector.
IFRA stands ready to support EU policymakers in adjusting REACH to ensure safety, foster innovation, and strengthen Europe's competitiveness.

ECHA RAC adopts Repr. 2 classifications for l‑Carvone and Spearmint Oil
The European Chemicals Agency (ECHA) Risk Assessment Committee (RAC) adopted an Opinion at its 77th Plenary meeting, held in June 2026, classifying l‑Carvone (EC 229−352−5, CAS 6485−40−1) and spearmint oil (EC -, CAS 8008−79−5) as Toxic for Reproduction Category 2 (Repr. 2; H361d).
