IFRA’s Director for Europe, Aurélie Perrichet, highlights a critical moment for the future of safe and creative fragrance in Europe as discussions advance on the Chemicals Omnibus.

A growing number of regions are engaging in open, science-based discussions on fragrance ingredients.

Last week (November 2025), IFRA President Alexander Mohr and LATAM Regional Manager Eduardo Valle carried out a series of strategic engagements in Mexico City, supported by IFRA’s national association partner ANFPA. The visit reinforced IFRA’s commitment to advancing cooperation, regulatory alignment, and shared innovation across Latin America’s fragrance value chain.

IFRA and the International Society of Perfumer-Creators (ISPC) took part in a constructive exchange with European Commission officials and Member States on 21 November at the meeting of the Cosmetics Products Working Group (CPWG) in Brussels.

Brussels, 6 November 2025 – The European Council’s General Approach on the Chemicals Omnibus (Omnibus VI) Regulation has missed the chance to simplify provisions of the Cosmetics Products Regulation and tackle long-lasting competitiveness hurdles identified by the industry while maintaining the highest consumer safety standards. This outcome risks undoing progress towards a clearer and more predictable system. The cosmetics, fragrance and essential oil industries are deeply concerned by this outcome.

IFRA supports the reform of the European Chemicals Agency (ECHA) while emphasizing the importance of maintaining independent and expert advice on cosmetics safety.

IFRA contributed to the European Commission’s consultation on the revised Safe and Sustainable by Design (SSbD) framework, emphasizing the need for clarity and practicality for complex ingredients such as fragrances.

Council negotiations advance, but key concerns remain for the sector.

The two-day meeting brings regulators, scientists and industry leaders together under the theme Scent connections – advancing standards and collaboration across cultures. The program on day one focused on global standards, ingredient defense, regulatory alignment and a specific look at the Asia-Pacific context.
